If it's a formal (senatorial) toga that covers the chest and upper arms, it's ok. :)  If it's a bedsheet, absolutely not.

A toga. Considered formal to the Romans (only full Roman citizens could wear them). Formal enough?

You ladies don't know how easy you have it.  :P

Are you talking about the more modest toga (with a tunic underneath) worn by ancient Romans or a bedsheet toga party toga? It could make a big differnece in the answer you recieve.

As far as a toga goes, I think it would depend on the style and how much it covers.   With a toga, you essentially have everything from your "toga party" bed sheet, to more ornate ones.

Something that's short and only covers half the chest probably wouldn't be allowed, but a longer, more covering and ornate one may be.  Such as a toga picta.

Is there anything against big hoop skirts. Because I'm wearing a a ball gown and I have a friend who has a big hoop skirt that will look really cool with my dress. But I'm worried it might be to big, and stuff.

A friend of mine needed to find out if http://www.milanoo.com/Irresponsible-Captain-Tylor-Cosplay-Costume-p15546.html is formal enough? I wasn't sure, so I wanted to ask for him to be on the safe side. If it isn't though, any suggestions on how to make it more formal?

Xig2: I moved your question over here, as this is the thread for getting official answers to questions like yours.
That uniform does include an ascot.  It looks like it, but I wanted to verify Tyler (and your friend) wear one as part of it.
I'll leave the official answer to Tara or Jinnie, but it looks promising.

That should be just fine. Kilt suits are proper attire for formal weddings, so it more than qualifies.

I'm going to leave that to the higher ups. Lolita has pretty much degraded into streetwear in some sections of Japan, so it's questionable in my mind.

Thanks for telling me that...my sister is actually the one that wanted to know and she posted under my name. i will tell her.
I also think that lolita is to street wear, but she will be happy to know that a formal kilt should be fine
