This will be a Single Elimination Tournament. Players will draw tokens, and be paired up to face off against each other in a one-on-one battle based on the numbers on their tokens. The winner will progress up the Tournament ladder, and the loser will drop out. Game settings will change for Semi-Final and Final Rounds. The winner of the Final round wins the Tournament.


Game Settings:
•   Single Battle (No Double Battles)

•   3 on 3 Battle for opening rounds and 6 on 6 Battle for Semi-Final and Final Rounds

•   Item Clause – There is none. Use whatever items you want.

•   Sleep/Freeze Clause – There is none. Sleep or Freeze as many of your opponent’s Pokémon as you like.

•   Evasion Clause – There is none. Double Team and/or Minimize your way to victory.

•   Species Clause – There is none. Bring 6 Mewtwos if you want.

•   One Hit KO Clause – There is none. Fissure, Horn Drill, Sheer Cold, and Guillotine to your heart’s content.

•   Level Clause – The minimum level is 1 the maximum level is 100.

•   Banned Pokémon – There are none. Bring any Pokémon you like.

•   In order to participate in this tournament you must bring your own Nintendo DS and your own LEGAL COPY of any Pokémon game for Nintendo DS.

So, I'm not familiar with the Tournament scene, but what is to prevent someone coming in with a Spiritomb with Wonder Guard? Or have a Pokémon with an attack that it does not get via level up, TM/HM, or breeding? Or base IVs that are all maxed thanks to an Action Replay? Sure, the last could be done with hours of breeding and/or luck, but the possibility is still there for this.

Are there any safeguards in place that prevent overly hacked Pokémon?

to answer your question, although a little late, battle revolution filters out any pokemon with movesets they cannot learn, abilities that are unobtainable (by that pokemon), and stats that are not within the min/max range for that pokemon or stats that do not concur with that pokemons nature (etc.). any of these pokemon will show up as "bad eggs" and are unuseable.

this is not to say that battle revolution filters out hacked pokemon. one can easily use an action replay or such to give full 31 IV's to each of their pokemon, or one or more pokemon normally unobtainable normally  (*cough* darkrai and arcaeus *cough*)
