Puni Puni Poemi, Popotan, Excel Saga, and the preview for This Ugly Yet Beautiful World, though World of Narue is pretty odd itself. The one that takes the cake, though, is Dragon Ball; you just have to see what Akira Toriyama puts Goku and friends through to believe it.

Serial Experiments Lain, I mean crazy! Love it, but its taken it multiple viewings to try and understand it and I'm sure I still don't...and thats ok!

Right now I'm beginning to watch Technolyze which is done by the same people as above, and thats kinda weird but not nearly like Lain.

If you're watching anything by Gainax it can get pretty crazy.
Excel saga was awesome in it's purest form, and then there's Cromartie High School...
I will never ever be able to forget the episode that consisted almost solely of them humming variations of the same tune over and over AND OVER. ~Shudder~

I would have to say Panty & Stocking with Garterbelt has got to be one of the strangest I have seen. Granted I haven't watched more than 2 episodes since the VP of the anime club and dear friend mentioned it and the title alone is a tad unsettling. Eden of the East has a very good storyline and is not quite so confusing once you get past the first 10 episodes or so. Welcome to the NHK is a tad off color as well.

Panty and Stocking with Garterbelt is just the weirdest and best thing. When "Garterbelt" is a priest with a giant Afro you know it's going to be good.
